Description
Lord Russell's recommendation of a mark of favour being conferred on Viscountess (Amelia) Palmerston (Lord Palmerston's widow) by the Crown. Submission of her creation as Viscountess in her own right, with the remainder to the Honourable William F. Cowper. Precedents cited: Viscountess (Joan) Canning's creation as a Viscountess after the death of her husband, George Canning; Lady (Julia) Peel, widow of Sir Robert Peel (2nd Baronet) offered a viscounty.
