GOVERNMENT - Reconstruction: Queen Victoria's approval of Lord Russell's proposals for the reconstruction of Government (No. 47). Fear of the annoyance of Napoleon III, Emperor of the French, at Mr J. Stansfeld's appointment to ministerial office. Queen Victoria's regret at the Right Honourable Sir Charles Wood's inability to remain in the Cabinet. Her hope of his being able to return to Government later.
