Description
Lord Russell's view as to the desirability of conferring the Garter for personal merit rather than hereditary wealth and rank. Lord Cowley (Henry Richard C., 1st Earl Cowley) suggested, in view of Queen Victoria's unwillingness to confer it on Sir John Laird Mair Lawrence. (His services not considered by Her Majesty as sufficiently distinguished to deserve the Garter.) Lord Cowley approved by Her Majesty on 20 December.
