Description
Lord Derby on the necessity of addition to the number of Law Lords. Efficiency of the Appellate Jurisdiction, the subject of a notice in the House of Commons. His reluctance to urge on Queen Victoria an increase in the House of Lords. Compelled nevertheless to recommend two for law peerages: the Right Honourable Duncan McNeill (on his retirement from the office of Lord Justice General of Scotland) and Lord Justice Cairns (Right Honourable Sir Hugh M. Cairns).
