Description
Mr Disraeli's desire, in the event of a political crisis, to take Queen Victoria's pleasure personally. Importance of visible influence of the Sovereign being felt and recognized and 'that Parliament should comprehend that the course of a Ministry depends on the will of the Queen'. John Russell, 1st Earl, rumoured to have waived his right to the Liberal Party leadership on the condition of again being Foreign Secretary.
