Mr Gladstone to Queen Victoria on Cabinet's consideration of the forthcoming statement by Mr Cardwell, to the House of Commons, as to the position of the Commander-in-Chief (in regard to the 5 year rule); 'Ungenerous disparagement' on the part of some people of the character and services of George, Duke of Cambridge. Lord Granville's preparation for recognition of the new Government in France approved by Cabinet. Final sitting of the Black Sea Conference postponed, to allow for the attendance of a French plenipotentiary. Answer to be made to a communication from the Defence Government.
