Mr Gladstone on the circumstances regarding the cutting out of a vessel from a harbour in Nova Scotia (Dominion of Canada), as reported to Cabinet. Cabinet's decision to advise the appointment of a Commission to investigate the circumstances of HMS Megaera being sent to sea. Terms of Warrant, to be issued to Army Officers, considered further by Cabinet and to be transmitted to Queen Victoria.
