If limited to Peers, Duke of Hamilton (William Alexander Louis Stephen Douglas-Hamilton, 12th Duke of Hamilton) submitted. His services in the House of Lords, as compared with Lord Bute's (John Patrick Crichton-Stuart, 3rd Marquis of Bute). Question as to the necessity of confining principal Orders - Garter etc - to Peers. No such requirement in its statutes. Sir W. Stirling Maxwell suggested. His qualifications and the advantages of conferring it on him.
