Queen Victoria on the danger involved in the Prime Minister's holding the office of Lord Privy Seal without salary. Suggestion as to calling Lord John James Robert Manners to the House of Lords to hold this office, and the next Postmaster General not being in the Cabinet, to avoid an increase in its members. Suggestion regarding Dudley Francis Stuart Ryder, Viscount Sandon (after 3rd Earl of Harrowby) holding the office of Postmaster General.
