Description	Leonard Courtney to be transferred to the Colonial Office (as Under Secretary) from the Home Office. Queen Victoria does not approve Gladstone on this. Gladstone tells Ponsonby that Under Secretaryships are not held under the Crown, but appointments are made by the respective Secretaries of State. No trace of Courtney's 'extreme' speeches.
