Description	Cabinet considered the increasing difficulties in the execution of the land laws in Skye (Scotland). Cabinet averse to a Royal Commission. Cabinet prepared the draft Speech from the Throne for Prorogation. Gladstone will submit to Queen Victoria a telegram concerning Cetewayo and Zululand (South Africa). Question in Cabinet as to how to receive a deputation on the affairs of Madagascar. Decided to say nothing to France to imply that England will not interfere, or to the deputation that it will. Gladstone told Cabinet that he would state to-morrow the expense of the war with Egypt. Total £4, 500, 000.
