DescriptionMr Gladstone tells Queen Victoria the steps he has taken as to the appointment of a separate Minister of Finance. (Gladstone had been Premier and Chancellor.) He recommends Mr Hugh Childers as Chancellor of the Exchequer, Lord Hartington (Marquis) for the War Office and Sir Charles Dilke for the Duchy of Lancaster. Change in the latter's attitude regarding the Royal Family. Lord Derby (Edward Henry, 15th Earl of Derby) to be submitted shortly for the India Office, after his fulfilment of a public engagement in Lancashire contracted while an independent Peer.
